Publishing RSS Feeds:

Tools for Windows Users:
My first recommendation is to get a Mac.. (I should say that, as I work for Apple and do believe that the whole process of Podcast Creation and Publication is much easier on a Mac!) If you can't get a Mac (I am shaking my head in dissappointment now) then try a few of these resources
Feed for All - FeedForAll allows users to easily create, edit and publish RSS feeds.
Audacity - Free Cross-Platform Audio Editor
FeedBurner - Everything you need to Podcast from the Web

Other Tid Bits:
Reading & Radio Resource - dedicated since 1969 to providing alternatives to reading for children and adults who are visually or physically disabled and/or learning differenced. This group is working on providing resources that are downloadable. Currently you need to contact them to have a CD mailed to you.
